Mr. James brings over 20 years of corporate development and program management expertise within the federal sector to TSI and leads all new business capture activities and coordinates customer outreach. In addition to his extensive Department of Defense experience, Mr. James has helped other growth-focused companies expand in the federal civilian agencies and the Intelligence and Special Operations communities. He has captured over $5 billion as a business development executive and his experience spans both product and service offerings.
Prior to joining TSI, Shawn was an executive with SOC LLC and responsible for its Worldwide Protective Service Program and the stand-up of its Baghdad Embassy Security Force (BESF) task order with nearly 2,000 direct employees deployed in Baghdad and support operations in four additional countries (Jordan, Peru, India and Kenya) and CONUS with approximately 200 employees and subcontractors. Prior to that assignment, Mr. James was responsible for all new business activities at SOC LLC and grew its backlog from $220M at the beginning of 2010 to more than $2.2B by year-end. Significant contract wins under his leadership included the Worldwide Protective Services IDIQ contract, the Los Alamos National Lab Pro-Force re-compete, the Hawthorne Weapons Ammunition Depot re-compete, and expanding SOC’s market share on the Theater-Wide Internal Security Services (TWISS) contracts to more than 60%.
Prior to joining SOC LLC, Mr. James was the general manager of a business unit at EOD Technology (EODT) responsible for Department of State embassy security operations in Costa Rica and South Africa, and security operations along the US-Mexico border for Boeing’s SBInet program with the Department of Homeland Security.
Previously, he served as vice president of Homeland Security Systems for Lockheed Martin’s Maritime Systems & Sensors business unit. In that role, he focused on program execution for issues impacting Maritime, Port and Container Security both domestically and internationally, and was responsible for leading Lockheed Martin’s Integrated Domain Awareness efforts across the corporation. He also served in a business development capacity for the U.S. Coast Guard’s Deepwater program, the U.S. Navy’s Aegis and DD(X) programs, and other maritime C4ISR systems.
Mr. James was also Vice President, Business Development at BAE Systems for its Technology Solutions Sector and worked the acquisition and integration of Mevatek, a Huntsville-based business, into that sector.
Prior to joining industry, Mr. James was a career Naval Intelligence officer leaving active duty as the Director of Intelligence for the Naval Special Warfare Development Group in Dam Neck, VA. He received a Bachelor of Science degree in English from the United States Naval Academy and a Master’s degree in Information Technology Management from the Naval Postgraduate School.
